In Gornji Budački, the Partizanska oficirska škola Glavnog štaba Hrvatske began operating on February 21, 1942. It was intended for the commanders of partisan units from Lika, Kordun, Banija, Gorski kotar, and the Croatian Littoral.
History
The Partizanska oficirska škola Glavnog štaba Hrvatske is described as the first military school of the Yugoslav National Liberation War and was established in Gornji Budački. By November 1942, 360 graduates had completed the lower course and 44 the higher course.
Several cultural heritage buildings are associated with Gornji Budački. These include the ethnological building at Gornji Budački 13, the memorial buildings Zgrada GŠ and Zgrada Oficirske škole, Kuća Rade Peurače at Gornji Budački 12, Kuća Matijević at Gornji Budački 5, and another memorial building at Gornji Budački 9. Gornji Budački is also associated with the cultural heritage building Zgrada Glavnog štaba. The cultural heritage building Kuća Matijević Bože is likewise connected with the settlement.
Vladimir Matijević was born in 1854 in the area of Gornji Budački near Karlovac. He was a co-founder of the Serbian Bank in Zagreb, helped organize Serbian agricultural cooperatives, and founded the Privrednik association in 1897.
Nature
The Brebornica ecological network area partly extends into Gornji Budački, while most of it lies within the settlement of Brebornica. The Adriatic lizard orchid and the stone crayfish are listed as the area's target species.

County Line 65 connects Karlovac, Tušilović, Krnjak and Gornji Skrad. Historical records list Gornji Budački under the form “Ober Budachky”. The road through Gornji Budački led north to a church referred to as “Nova Czerkva”.
