Gornji Hrastovac is described as a linear settlement oriented along the road. The beginning and end of the settlement, as well as the relationship between the built-up structure and traditionally cultivated land, are to remain recognizable. New construction is restricted along the road leading to the old settlement area and the cemetery of Gornji Hrastovac.

Landscape

The valley of the Sunja River between Gornji Hrastovac and Rakovac is subject to development guidelines as a valuable landscape. The hilly area above Gornji Hrastovac is also classified as an E-ZPP cultural landscape area; there, a cultivated strip extends to the road.

On the road between Gornji Hrastovac and Rakovac, the bridge is designated as a viewpoint over the riverbed of the Sunja.

Transport

A 400-metre section of the unclassified road between Gornji Hrastovac and Srednja Meminska was renovated. This improved access for public services, emergency assistance, utility companies, and residents.
